Almost certainly some magic happened. He probably dialed into a PBX
that was pre-modified to send the false CID info, used the outcall
feature, and the deed is done. It's an old trick.

Now, if he had managed to call an 800 number and show that the real time
ANI could be spoofed to show the same white house call-in number, then
I'd be impressed. :)
