If I unlock my S46 I can roam on Cingular without additional charge
correct ?  Is there any downside to unlocking my phone ?

I have an old TDMA Nokia 5160 and have noticed that my reception has
improved in areas that reception for the past 5 years,was marginal,
especially during prime hours. I guess that the mass switch to GSM has
freed up some towers for us old, reluctant to change, users.

Notes:
a. Sony Ericsson Wireless Manager 3.1.1.1220** (not Cingular software)
b. Tested with GC82 firmware R3B9

With Verizon, I could update my PRL by dialing *228 and following the
