Nokia 6280 from 3 mobile - they say it cannot be unlocked - is that

My daughter and son-in-law signed up with Three (3) for a $30 a month
capped plan on 3G. the plan also includes an LG fliptop phone.
I was having a play with one of the phones today and in particular the
internet bit. They're down visiting, so they're out of the 3G area, but

Suddenly last night, GPRS/MMS stopped working on my phone.  Did all the
usuals, turned it off/on, resent the settings etc, still not working.
This morning I call Telstra give them the story, tried my SIM in a different
handset and all the same problem - error saying GPRS network ...
