I had a *lot* of trouble making calls when around the general area of Sydney airport (Mascot, Brighton etc) over the weekend. I am with Vodafone. Often, when I dialled, I would hear three (I think) beeps, and then nothing. If I kept dialling, I would occasionally be successful. ...
