What U.S. cellular firms provide service to Iraq?

I get NO CARRIER message when dialing a number.
I have tried different settings (like port speed, data protocol etc.)

Which GSM network has best coverage in L.A.?  Even the ATTWS sales people
say their network isn't built out yet and to stay away from it for at least

To my surprise I saw that for teh same brand new phone and service the
prces varies widely. What is the catch here.
