Is it possible in GSM or in 3GPP standards for a cellular base station to directly upload code to mobile handsets? Are there examples of such codes or applications of this sort (both current and planned) ? One example can be upgrades to a phone's service or an application.

I'm waiting for the following device to reach the GSM market - PDA with integrated phone, data (subscription-based IP mainly, and Wi-Fi would also be nice) and GPS. Thus, I could need directions for somewhere and simply start my GPS app

For the GPS wish, it would need to be independent of tower communication, so if I venture away from service, I still have full GPS capability. For IP, GPRS or newer with the possible option of WiFi, so if I have problems with tower access, I can try and use WiFi as my backup.
