Is it possible to have a video call between a 3 handheld and a non 3 device

I got a couple of the 99p sims earlier this year to change to. Now I'm about
to do it I can't figure what exactly you get. It says in the blurb 300 texts
and 300 wap minutes but has that changed now? I've got a Nokia 3100 so will
