Carrying my S-E K750i in my back pocket and climbing over a wall cracked the

Are calls to the Channel Islands classed as foreign when using a
mobile.  If so are there any mobile operators that classes the calls
as within the UK and hence will come out of inclusive minutes.

I am at the end of a contract with Orange....will they let me port my number
to a PAYG phone on another network, then get a new Orange contract and port
the number back, hence taking advantage of the better deals for new
customers, and keeping my number?

Having just spent 25 minutes registering a sim with Orange's call centre
  in India I just can't face another call to check on the tariff(s).
If anybody has up to date information it would be appreciated.
