I'm getting no signal on my Virgin Mobile phone, and if I try to ring it from a land line I get 'beeeeep beep beeeep beep' (Equipment Busy?) tone. I'm in the Bedfordshire area. Anyone else having problems?

Does anyone know if it is possible to perform the CHANGE CHV command from a SIM Toolkit application, or if this only can be done from 'outside' the SIM, using the ME or a cardreader? Second question is if this would be possible using JavaCard based SIM
