Is 3G data service available to Vodafone PAYG customers? What I mean is, can a 3G phone be used to browse Internet sites (not just Vodafone Live!) and send/receive e-mails as you can with a contract phone?

I have just ported my number from Orange to Tesco (O2), but I can't get text delivery reports to work. I have tried prefixing texts with *0hash (which I now can't even find on the computer keyboard, I'm so tired!), with and without a space after it, and with confirmations turned on ...
