Is it possible to use UK sim cards in Dublin and pick up UK signals? I know it's possible beside the border but how about over the sea (ie in Dublin, Wexford, Waterford etc)?

I can never seem to pick up other peoples bluetooth enabled phones to enable file-swapping etc. I power the b/t on and I get a message saying "discoverable - 60 seconds". Other folk can see me ok but not me them. When I search for devices I find

Re the 49.99/yr offer of 200 mins /month from www.mercurymobiles.com - All it says is that 200 mins anytime x-network are included. It doesn't explain it any further. Does this include calls to any mobile network and landline numbers?
