I bought an Orange PAYG SIM on eBay about 2.5 years ago ('memorable number' phase..). It is registered to the original owner, but I want to know if I can get it registered in my name if I don't have a) the original PIN number or b) the original owners name.

I think I am going to get one of the Tesco Value SIM cards as it will suit me and I don't use my mobile as much as I used to. I know that I can get a PAC code from my current supplier Orange to bring the number over.
