Is there a maximum number of IMSIs that an HLR can hold?

Just bought an XDA III and was wondering what the best network for it is,
coverage wise?  I live in Portsmouth UK and the phone is currently locked to

I've used the standard **61* style USSD code before to change the delay
before the divert kicks in but on this phone it doesn't work.
The phone is a Mot L6 and it's on O2 PAYG.
If I try the *#61# style code to check it, I get 'Not available'.
