Is there a (legitimate) why cell phone carriers (verizon and sprint at least) will not let you try to select specific phone numbers--they both did till late last year--is there really a reg which prevents this--?

Background: I got in on the Family Share Singlerate West plan (StarTac phones) just before they obsoleted it. At the time I was pretty happy since the AC coverage seemed pretty weak in Oregon. My 1 year was up last Jan/Feb, so I'm guessing I'm on month to month now.
